• Jayne Whitney

Jayne Whitney is the Senior Vice President for Development and has close to thirty years experience in transportation planning. She is currently responsible for the planning, engineering, design and construction and funding of major capital projects in the organization, including New Starts projects such as the Norfolk Light Rail project.

Jayne began her professional career with VDOT and performed highway planning and public transportation planning. She received her bachelor’s degree in Urban Studies from Virginia Tech in Blacksburg, VA and a master’s degree in Urban and Regional Planning from Virginia Commonwealth University. Jayne was a member of the first Leadership APTA class and is a Deputy co-chair of APTA’s Major Capital Investment Committee.
